The purpose of special education is to remove barriers to learning that are caused by disability while raising expectations for performance so that students can reach their goals and dreams. Public school districts and charter schools can fulfill the promise of special education by having a clear vision for how the teaching and learning of students with disabilities fits into the district’s overall mission.

 We believe in a systemic approach to improving outcomes for students with disabilities. Since the majority of students with disabilities are in every school and every teacher’s classroom, every professional in all aspects of education has the responsibility and accountability for the success of these students. The role of the special education department is to collaboratively build the capacity of teachers and leaders and support them in their daily work.
